The Opportunity

Location:Edmonton, AB (this is an in-office position)

Mandate

Reporting to the Chief Executive Officer, the Vice President, Facilities Management and Development will provide strategic leadership for Civida’s asset stewardship, capital planning, portfolio performance, and development agenda. The Vice President will ensure Civida’s housing assets are safe, well-maintained, financially sustainable, and aligned with the organization’s mission, while leading a long-term approach to asset renewal, lifecycle planning, redevelopment, and growth across a complex and aging portfolio.

As a key member of the Executive Team, the Vice President will help advance Civida’s position as a trusted housing management body and community partner. This includes advancing partnerships and service opportunities that strengthen Civida’s impact and long-term sustainability. The Vice President will bring both strategic discipline and a values-based approach to the role, balancing sound decision-making, accountability, and results with genuine respect for the people and communities Civida serves. In doing so, the Vice President will foster a culture of accountability, service excellence, collaboration, and continuous improvement, while ensuring the team’s work remains connected to Civida’s mission, values, and customer-centred purpose.

Key Accountabilities

Strategic Asset Stewardship, Portfolio Planning & Growth

  • Develop and execute short- and long-term strategies for asset management, capital planning, portfolio optimization, and development, aligned with organizational priorities and mission.
  • Lead long-range planning for asset renewal, capital maintenance, redevelopment, and growth across Civida’s housing portfolio.
  • Identify and advance strategic partnerships, service opportunities, and business development initiatives that strengthen Civida’s role as an affordable housing provider and support long-term organizational sustainability.
  • Support the evolution of Civida’s portfolio by identifying what to maintain, improve, redevelop, expand, or reposition in response to customer need, asset condition, and strategic priorities.
  • Provide strategic counsel to the CEO on portfolio performance, divisional priorities, asset risks, growth opportunities, and external developments that may affect Civida’s operations or future direction.
  • Ensure Civida is well positioned to pursue capital opportunities and development partnerships that align with mission, organizational readiness and community need

Facilities Operations, Maintenance, Capital Renewal & Project Delivery

  • Provide executive oversight of maintenance, capital renewal, and project delivery across Civida’s housing portfolio, ensuring strong asset performance, regulatory compliance, and alignment with organizational priorities.
  • Lead a strategic approach to asset condition, lifecycle planning, and preventive maintenance that supports long-term sustainability, risk mitigation, and resident stability.
  • Oversee the prioritization and execution of capital maintenance, property improvement, redevelopment, and development initiatives across the portfolio.
  • Strengthen operational discipline, performance measurement, and continuous improvement across maintenance, asset operations, and capital delivery.

Stakeholder & Sector Relations

  • Build and sustain strong relationships with housing partners, community organizations, service providers, funders, and other external stakeholders.
  • Represent Civida as a credible, solutions-oriented housing management body with expertise in asset stewardship, portfolio management, and service delivery.
  • Support the CEO and senior leadership in advancing external relationships and opportunities aligned with Civida’s mandate and strengths.
  • Provide regular reporting to senior leadership and the Board, as requested, on asset performance, capital priorities, portfolio strategy, operational risks, and emerging opportunities.
  • Foster strong cross-functional relationships internally to align asset, customer, financial, operational, and development priorities.

Contract & Vendor Management

  • Lead procurement, negotiation, and management of contracts with vendors, contractors, consultants, and service providers supporting maintenance, capital repair, redevelopment, and property operations.
  • Oversee the performance of external service providers to ensure quality, responsiveness, compliance, and value for money.
  • Ensure strong contract governance, documentation, and adherence to service level expectations.
  • Build productive relationships with external partners that support reliable service delivery and long-term portfolio performance.

Financial Stewardship & Portfolio Performance

  • Lead divisional budgeting, forecasting and resource planning, ensuring strong stewardship of operating and capital resources.
  • Oversee financial and portfolio performance across maintenance, asset operations, capital renewal, redevelopment, and development activity, identifying opportunities for efficiency, risk reduction, and value creation.
  • Guide strategic decisions related to lifecycle investment, partnership arrangements, redevelopment opportunities, and growth initiatives.
  • Contribute to business cases and partnership or service growth opportunities that support Civida’s long-term sustainability.
  • Monitor financial results, portfolio risks, and operational pressures, recommending adjustments as needed in alignment with Civida’s mission and values.

People Leadership & Culture

  • Lead, mentor, and develop a high-performing, multidisciplinary team across asset management, maintenance, facilities, capital delivery, and development.
  • Foster a culture of collaboration, professionalism, accountability, and continuous improvement.
  • Champion a values-based approach that reflects Civida’s commitment to excellence, stewardship, authenticity, and respect.
  • Foster generative relationships amongst the Executive Team that facilitate mutual learning and that enhance the team’s ability to work together creatively.
  • Lead with empathy and fairness while setting clear expectations and maintaining focus on strategic and operational objectives.

First-Year Deliverables / Measures of Success

Success in the first year will be determined by the candidate’s ability to:

  • Develop credibility and strong working relationships with the CEO, senior leadership team, Board, and key internal and external stakeholders.
  • Build the conditions for a positive, engaged, and accountable team culture where people feel valued, take ownership, and are motivated to do their best work.
  • Complete a strategic review of Civida’s asset condition, maintenance approach, capital renewal priorities, redevelopment opportunities, and operational risks across the portfolio.
  • Develop and begin implementing a clear asset stewardship and portfolio roadmap aligned with organizational priorities, including maintenance, renewal, redevelopment, and development activity.
  • Strengthen performance, planning, and accountability across maintenance, facilities, asset operations, and capital delivery functions.
  • Identify opportunities to improve operational efficiency, service quality, and long-term asset performance through stronger planning, vendor management, and lifecycle approaches.
  • Advance a prioritized view of capital and redevelopment opportunities, with clear rationale, sequencing, and alignment to organizational capacity and mission.
  • Assess and begin advancing partnership and service opportunities that strengthen Civida’s position as a property manager of affordable housing for other entities.
  • Align the division’s structure, talent, and leadership practices to support strong execution, customer service, and long-term organizational resilience.
  • Create a performance framework that enables the organization to measure asset stewardship progress, monitor efficiency, and support informed decision-making.
  • Demonstrate leadership that builds trust internally and externally, while establishing a clear culture of accountability, service excellence, and alignment with Civida’s mission and values

Candidate Profile

The successful candidate will have the following:

Education:

  • Bachelor’s Degree in an applicable discipline.
  • Master’s Degree (completed or in progress) is preferred.

Experience:

  • 15+ years of progressive leadership experience, with a track record of leading large, diverse teams in complex operational environments.
  • Experience leading complex property, asset management, facilities, capital renewal, redevelopment, or development portfolios in a public, non-profit, regulated, or broader public sector environment.
  • Demonstrated success overseeing maintenance, lifecycle planning, capital investment, portfolio optimization, and operational performance across a diverse asset base.
  • Experience advancing strategic partnerships, service opportunities, business development initiatives, or external relationships that support organizational growth and sustainability.
  • Demonstrated ability to work effectively with government, boards, funders, community partners, and external stakeholders in a mission-driven context.
  • Strong financial and operational acumen, including budgeting, vendor oversight, risk management, and performance monitoring.
  • Housing experience is an asset; experience in adjacent sectors with complex assets, public accountability, and community impact will also be considered.
