The Organization

The Beverage Container Management Board (BCMB) is a Delegated Administrative Organization (DAO) responsible for regulating and managing Alberta’s beverage container recycling system. Established to oversee the collection and recycling of beverage containers, BCMB plays a critical role in achieving environmental sustainability goals by ensuring that the system operates effectively and efficiently.

BCMB’s mandate is to oversee the beverage container management system, ensuring high recovery rates, minimizing environmental impact, and fostering collaboration among interested parties, including government, industry, and the public. The organization acts as a trusted advisor and regulator, balancing the needs of interested parties while maintaining accountability to the public and the Government of Alberta.

The Opportunity

Direct Reports:6: Director of Communications; Director of IT; Director of Registrations & Manufacturer Policy; Director of Finance & Administration; Director of Operations & Compliance, Complaints Director; Manager of Governance, Hearing Director.  There is a total organizational headcount of 24.

Mandate

Reporting directly to the Board, the President & CEO plays a key leadership role in ensuring the BCMB achieves its mandate to regulate and enhance Alberta’s beverage container system. The President & CEO provides oversight to all components of the beverage container system in Alberta and works with a range of diverse interested parties to ensure Alberta’s beverage container system maintains and grows its reputation for excellence.

The President & CEO will lead BCMB as it navigates complex regulatory environments, fosters innovation within Alberta’s beverage container recycling system, and strengthens relationships with diverse interested parties. This role requires strategic vision, operational oversight, and the ability to inspire collaboration across the organization and its network of interested parties.

Key Accountabilities

Strategic Leadership

  • Collaborate with the Board to develop and execute BCMB’s strategic vision and mission, supported by a three-year business plan.
  • Champion innovative, cost-effective initiatives to enhance recovery rates, operational efficiency, and system sustainability.
  • Serve as BCMB’s biggest advocate, engaging with government, industry, and the public to advance the organization’s goals.
  • Ensure BCMB’s relevance in an evolving regulatory landscape, including Extended Producer Responsibility (EPR) developments.

Governance and Policy Development

  • Strengthen BCMB’s governance model, fostering alignment among depots, beverage container manufacturers, retailers, and public representatives.
  • Develop and improve policies and bylaws in collaboration with the Board, ensuring effective administration of the beverage container system.
  • Ensure compliance with all applicable legislation, regulations, bylaws, and policies, maintaining transparency and fairness.

Engagement of Interested Parties

  • Build and maintain strong relationships with depots, beverage manufacturers, retailers, and government entities.
  • Actively engage the public and interested parties to enhance awareness and participation in Alberta’s beverage container system.
  • Lead strategic initiatives to address the needs of interested parties while aligning with BCMB’s objectives and goals.

Operational Excellence

  • Oversee the administration of BCMB’s operations, including financial management, human resources, IT, and legal services.
  • Drive operational excellence, financial accountability, and risk management across the organization.
  • Monitor and manage compliance fees, handling commissions, and other financial mechanisms, ensuring transparency and accuracy.

Program and Service Effectiveness

  • Regularly evaluate and enhance BCMB’s programs, services, and governance processes.
  • Monitor the performance of depots, collection systems, and service providers, ensuring compliance with standards and continuous improvement.

People Leadership

  • Build, mentor, and lead a highly effective senior leadership team and staff.
  • Foster a culture of teamwork, collaboration, and accountability aligned with BCMB’s mission and goals.
  • Identify opportunities to optimize operational performance and implement effective internal controls.

Communications and Advocacy

  • Develop and maintain robust communication policies and practices to ensure accurate and timely information sharing.
  • Promote BCMB’s mandate, operations, and successes through strategic communication with interested parties and the media.
  • Collaborate with partners on beverage container recycling marketing and communication initiatives.

Board and Committee Support

  • Support the Board, Chair, and Committees by ensuring timely and accurate briefings and upholding governance principles.
  • Oversee the implementation of Board decisions and the preparation of annual reports, audited financial statements, and other critical documentation.
  • Lead regular and special meetings of the Board and its Committees, including the Annual General Meeting.

First-Year Deliverables / Measures of Success

Success in the first year will be determined by the candidate’s ability to:

  • Build trust and establish strong relationships with key interested parties, including the Government of Alberta, bottle depots, and beverage container manufacturers.
  • Maintain stability within the senior leadership team and ensure alignment across the organization.
  • Develop and present a strategic plan that balances operational efficiency with long-term sustainability goals.
  • Demonstrate progress in improving beverage container recovery rates.
  • Enhance BCMB’s public profile and communicate its value to Albertans effectively.

Candidate Profile

The ideal candidate for the President position will bring a blend of education, experience, and competencies that reflect strong leadership in complex, multi-stakeholder environments. Below are the key qualifications and attributes sought.

Education:

  • A post-secondary education is required.
  • An MBA, CPA, or a background in law, economics, or environmental sciences is considered an asset.

Experience:

  • Executive Leadership: Proven experience in executive leadership roles, particularly within complex organizations with diverse groups of interested parties. Experience as a CEO or Managing Director in a Board-governed environment is highly desirable.
  • Strategic & Operational Expertise: Extensive experience in strategic planning, operational oversight, and compliance, with familiarity in governance, negotiation, rate setting and business planning.
  • Industry Knowledge: Experience in the recycling, circular economy, or related industries is advantageous, as is a background interfacing with businesses of varying sizes.
  • Regulatory Acumen: Government or regulatory experience with an understanding of legislative and policy development processes.
  • Financial & Data Leadership: Demonstrated capability in financial management and operational analytics.
